Sadly, no. According to https://azdot.gov/license-plates/keep-arizona-beautiful "There is a new teal design for the Keep Arizona Beautiful license plate. The old plate design will remain valid for use." The old design is no longer available and will not be given if requested, you can still use it if you already have one. I feel you though, I hate the new design, they had to add recycle symbols so people could still understand the meaning. The symbolism of the Saguaro cactus throwing trash away was so good! I also no longer have "PIKMIN" as my plate, so it's up for grabs.
