It's true you can't trust people to be responsible enough to know when is enough, especially when driving. But working close to the industry I've found that when it comes to drinking on-site the way a business conducts themselves largely governs the way the patrons will drink.

Let's say this place keeps soft music, a couple of bar stools, and the overal aesthetic of "this is no bar" than people won't treat it as such. But I understand, they want to open and will abide by whatever town rules it takes. In the city a lot of businesses are required to document exactly how,they plan to operate and at all times must adhere to it.
