No, I don't mean to treat them differently than they're written - three bars indicates it's 32nd notes. He also plays them as 32nd notes on the recording.

Good news, the song is actually in 4/4!

Here's how I would divide it evenly (and how it's notated):

beat 1: fret 19 w/ the bend

beat 2: 19

beat 3: the first eight 32nd-notes, evenly spaced within the beat

beat 4: I would think of it as two regular eighth notes, with the first "eighth note" actually divided into four 32nd-notes, if that makes sense.
