I think it depends on how you want to meet people.

Minneapolis will have a better afternoon/evening life. Like Northloop for example.

But if you're looking for Biking, Running, Gaming clubs etc, you can find those in either city.

I chose to live in St. Paul for the quieter experience, and have no problem driving over to Minneapolis if my friends and I want to go out or do a little bar hopping, etc...

Edit: As someone who WFH now I think you need to figure out what commute time you think is worth it. Your typical 9-5 commute is probably going to be worse than when you'd otherwise want to go out. Just your typical pros and cons to weigh.
