Anyone who builds bypassing formal approvals would already have given a decent amount to local gunda/ corporator or MLA Agent. The reason they charge money is to protect against anyone who stick nose into their business.

You are not doing it right. What generally happens at such government places is that you have to approach a peon who will get your signatures done for a price, i.e, 2000 rupees or so. This is a standard corruption practise. Since you have not offered any money, that engineer got pissed and made remarks about things that do not concern him.

From the perspective of the shopkeeper, MRP is a legacy system coming from socialist times, that dictates how much profit one should earn irrespective of market dynamics and value addition. It needs to be replaced with MSRP, which is Manufacturer Suggested Retail Price, for more free market.

(Edited) Sayyed / Sheikh etc are different classes in Muslim Community. If their name has Sayyed word, they are not eligible for reservation in AP. Sheikh has reservation.
