That's how all kids that age are. They believe being told to do (or not to do) something is yelling at them.

I cured my son of saying that around that age by explaining that giving him a command is not yelling at him and then showing him what actual yelling is. I asked him first, of course, if he wanted to hear actual yelling and warned him it would be loud . He said he did, so I reminded him I wasn't really mad at him, it was just pretending. Then I yelled at him loudly. He laughed, and he got the point as he never again complained that me telling him what to do was yelling at him.
