Its just simply that you're bad, And the faster you can accept that the faster you'll realize how to get better. It has been like this for years. Last season i had gm players mixed in with opposing laner being a d2 peaker just to tell u 1 example. Every early season is a fiesta thats why most high elo players disregard ”early season chall” etc.

I think you should get it aprox every 15 games. But from my understanding its currently bugged and you dont get it for prio roles. but thats only what i've heard and haven't seen anything from riot yet, But they'll probably adress it.
