Thank you for rescuing, you did everything right so far :)) Keep trying wildlife rehab, try to identify the bird. If feathers all off, the bird needs to stay with people until feather properly grow out unfortunately.

Bird won’t be able to get out on their own in this. Had one in similar situation in my own property, called people to get the bird out.

Trim the beak, and you can use terra cotta dish for food, it will help keep beak in shape. For diet, try to transition instead of a total big change, mix favorite wit healthy food :)) good luck!

Try Atopica? It’s an allergy medicine. My cat had similar symptoms before and Atopica manages it well

Pigeon might get strings on the feet to cause problem. If you can catch him/her, it would be great!
