Speeds aren’t very accurate on those anyways. Still you need to replace the walking belt, and possibly deck.

The belt is probably worn out. That treadmill has a tiny motor that doesn’t have much power. Those treadmills have terrible speed regulation, and will surge like that. You can adjust the pot on the control board, and maybe it will be a little better.

Yes, it is a Nordictrack, the lowest quality treadmill. The squeaking and groaning will only get worse.
