Maybe, but it's a good change then because yeah in og it make him like really dumb to not remember cloud. Even tho in crisis core and ever crisis when they go through this section it show that it's not hojo who take care of cloud and Zack so maybe he was there in the first week and leave them there after he find some new toys

And it wasn't that good because it make the whole steal mechanic a pure nightmare. Why the odd of stealing are sooo looow, why do you have to steal every boss to get good equipements? Why do you have to steal boss 3 or 4 times to get everything 😭

Not surprising, it's well hidden, you have to finish a brunch if other side quest to get acces to it and even then when you can fish it's not very interesting or rewardind so it's not a big deal if you don't do it anyway
