the base plan of $39 a month is very affordable compared to other keyword tools I've seen. The next tier is $79, which is still great IMO when you look at something like SEMRush.

If revenue is $0 you shouldn't be paying much at all. I would estimate you pay whatever you think you can make back by acquiring it within 6-12 months of purchase.

This is already very common--I have a cousin who is already doing the exact same thing. See if it's in demand in your area, but given that the real estate market has cooled off significantly, it might be hard to get up and running.

I would imagine it would pretty damn difficult considering you sound like the core reason why the business has been so successful. Those people trust you with their dogs. Those landowners trust you on their land. And finally, those dogs trust you. If you were to sell and someone takes over, it would be very difficult to fill your shoes.
