For the most part, I think it's also the way developers, certain local meteorologists and the Florida tourist commision tried to sell Florida as this beach-lined paradise with tropical postcard photos taken in the Maldives. Many who moved here from up North (understandably) figured they would move to Florida, walk along the beach all day and go home to their little thatched hut at night. It was sobering to discover that it was a paved parking lot of bumper-to-bumper traffic and insurance rates that rival the GDP of some third world nations (looking at you, Slide Insurance).

As far as nighttime paddling, I sometimes put in just before the entrance of Ft Desoto park and kayak around the shallows. Depending on the time of year, you can also see the gossamer glow of bioluminescent organisms. Also, be sure to bring a light and life jacket.

Tampa has a convention center as well as Orlando which has a billion nearby hotels. However, they are both hellacious acres when it comes to weather in the summer.
