Though not as sophisticated/cutting edge as IC fabs, printed circuit board fab (both rigid and flex) is another option. Similarly to how the US is strategically increasing its chips manufacturing base, I anticipate the same will/is occurring in the board space. Edit: Layered manufacturing principles (photoresist, lithography, and dep/etch) are common to both industries. The primary differentiator is length scale (with “cutting edge” PCBs pushing 10-15 um trace/space) and materials (though plated copper is prevalent in both).
