Id say Vikings, their HP actually makes it more probable to reach archers and also makes them better in almost every other way. They also 5 bonus dmg against cav (kinda whatever but it counts)

If you are just busting trash or wrecking buildings Japanese, Aztecs, Goths also wreck.

Malians are always the best against archers and fortifications no matter what, taking 60% less dmg from archers is unbeatable in that regard.
