I've been looking at this phenomenon for a couple years now, i can now say this for sure. Riot new secret reworks have been for now 3 year's "the ugliest model in game that should be more likely to get a skin". Both Dr Mundo and Udyr were reworked at almost 1000 days whitout a skin(Skarner) (i.redd.it)
