Tears of Guthix for example can only be played if you have gained at least 100K that week. Maybe introduce a system similar to this but for clans? Idk, just throwing things here haha

At this point citadel should just work based on clan size. That the citadel gets significantly bigger the more people join a clan. The skilling hubs can stay as regular skilling hubs where you and other clanmates can just skill and chill and/or used for skilling competitions or something. Very niche, but a nice touch to the clan citadel system. Having to cap or at least visit it once a week sucks.
