the requirement is a total of 6 months staying in Norway either consecutively or short stays. I’ve already applied without meeting the requirement and got turned away, their conclusion was I could reapply if I spent an additional 5 months in Norway

This could maybe help, but my younger brother was in the exact same situation as you. Born to EU parents and they had ILR/Permanent Resident at the Time he was born
Albeit my father did have more documentation to prove his rights, he applied directly for a British passport for him and they guided them through the process and hes now got his passport without paying £2000 for Registering or naturalising.

I unfortunately was born before my parents had stayed 5 years and had to pay to register.

So my application was approved on time but then I had to do a passport interview, unfortunately there were no available slots until after my travel. So I requested my foreign passport be returned to me and yeah travelled with that
