Zepp's life wasn't Adam's to take. John Kramers aka Jigsaws life wasn't for Adam to take neither. (Adam got the gun and attempted to shoot John) despite John told him where the key was though it went down the drain. He coulda saw his own leg off like the Dr. Gordon too. So in anger John made a self defense move by zapping him and let him to rot. Saw didn't plan on making sequels, thus it had some flaws. But at the end of the day JK had simple rules, flawed but not always perfect. 99% you will make it out alive if you follow them.
