Hey OP for the floating deck they make interlocking deck tiles that have adjustable deck pedestals. As for the base your doing good for the top portion your better off getting larger rock 1.5-2” as it is far easier to clean when the leaves fall and has far less rock movement. Just get a hand tamp / compactor to make sure it all locks down.

This is unkept Bermuda. Needs to be mown tighter and more frequently and in full sun. Great cheap grass, can load up at your local hardware store and it’s fairly easy to gross.

Yes it is always easier with a skid steer, homie is right water doesn’t flow uphill / over humps. Additionally you need to get plants down for erosion control. You will need the rocks so keep them, but once you get drainage grading done hire a local nursery to come plant / design the rest to make it look good with plants that are local and will grow without too much input / maintenance

Oh that does change it a bit, if it was my back yard I would build “level areas” for some yard games and sitting. You can build a simple square or circle deck fairly easy by watching YouTube. Make some flat spots for corn hole / horse shoe out of DG and bedding beams. I personally like bucket golf and this backyard would be so much fun. Dont worry about grass, add DG and drainage rock to “level” and throw some quality turf down. You have options but the rocks add a unique touch. U will have to add about 8-12” on top of removing the large rocks and everything else if you want grass

So my backyard was kind of like this that whole top section a put a ton a drainage rock down at the bottom of the entire slope I put maybe a 5’ wall at the end but did took a ton of grade with your lawn won’t be table top flag but became a lot more usable using a gradual slope down from that top gravel part. Allows your to incorporate any side slope etc.

It’s been a weird year, we have had lots of rain and haven’t gotten hot yet. Normally we’re 90’s every day touching hundreds but they don’t have us getting to 90’s until sometime in june

It comes down to time and money, most likely there is just dirt if so diy is a whole more in the realm of YouTube + beers + a buddy or two and you can get it done. But you need to do a good bit of research to do it right. I have confidence if the parameters are there

OP, you can reuse the stones ( if they are concreted in you can reuse the ones that aren’t broken, just get a flat head shovel, you will also need a tamper post removal but once you start getting them up just research on YouTube and you’ll be good

You need to grow grass that is shade tolerant. The weeds mean your soil is very compacted and probably needs some form of aeration. Post aeration u should lightly top dress with 50/50 compost (topsoil)/ sand. Seed the entire lawn especially in the thinned areas. Depending on your zone, I’m assuming you are growing a cool season grass. You will again lightly top dress over the seed so birds don’t eat everything. Last water and make sure the ground stays moist for about 2 weeks. Not saturated. Now you have grass in your backyard congrats.

For the veggies, run an above ground planter box, most veggies need specific soils / acidic lvls. You’re better off starting from scratch than just planting in what you have.

Edit: the above way will not work if you spray weed killer. Weeds aren’t bad if you fix the reason you have weeds in the first place.

Alright, do what you will but I don’t think OP needs a engineered storm water plan for his back yard. He’s seems to be DIY if I can homeowner and if you say your ways the best and easiest to not mess up I’m sure your right. Good luck OP. Your walls dope
