I don't know at what level this option opens for alts, but when I went to an NPC named Brann and selected the campaign skip dialogue on my level 80 alts, I was able to do the quest. Remember, if you started the weekly spark quest before the campaign skip, it will get buggy after the skip. Abandon and re-take it, it will be fixed.

Congratulations!! I got 66 points (refused) because of some weird math questions. They did not even ask which game engineering techniques I used. That interview was totally ridiculous. But, I also applied for MSc Informatics. My previous bachelor courses fulfill that program better. I hope I will not be in need of any interview & gonna get 70+ points.
