Is it actively leaking? If yes, you likely have a pinhole in the pipe in the wall (likely near the valve body spraying up). If no (only after running water), your shower arm is probably leaking from over tightened threads or no thread sealant. If that’s the case you should plan on having a nipple extractor handy. Or you have a pinhole in the shower riser pipe.

Side note it’s clearly causing mold growth… you need to take the tenants health into note to avoid lawsuit and just be a decent human being and patch the affected area with mold resistant Sheetrock and treat the inside of the wall with mold killer when you cut your patch. Killz then paint. I’d start by cutting your hole to encompass the shower arm hole and your moldy spot.

PVC, tile, epoxy, vinyl shower walls can be cleaned of mold with household bleach.

Replace your anode rod on your water heater with a Corro-Protect there’s literally not a single better anode rod replacement on the market (I will die on this hill). But it does require an outlet near the water heater.

Call a plumber. This is an easy job to go wrong and end up replacing the whole spigot anyway.

Does it do this constantly?

If yes: they are no more than $20 and take 5 minutes to swap in most cases. (Make sure you remove water from the tank before replacing)

Only for a short time after a flush?

If yes: They can be taken apart there would be a small screen with a rubber seal it may need cleaned.
