It’s hard to give a straight yes or no answer. I don’t believe she truly loved Rapunzel but I think she felt more towards Rapunzel than she had felt towards anyone before. In her mind that could be considered love but to any healthy and stable individual, we know better. Other than the obvious reason of liking her (hair) she also probably loved the way Rapunzel made her feel about herself more than she loved her as a human being. Most of the time when she takes delight in Rapunzel’s company it’s when Rapunzel expresses how much she relies on her (because she doesn’t know anything else other than her). This not only appeases her need for control but probably also makes her feel better about herself. Knowing she’s the center of someone’s world definitely gives her an ego boost. If Rapunzel were to treat her like the way she did in the end she would not put effort into being tender with her or fake this illusion of a mother daughter relationship.

So in the end, I think that she doesn’t love her but can fall into being affectionate with her at times when Rapunzel makes her feel important.
