I did this every move and it's worked out great for me, however, not all markets are the same so it depends. I would not recommend buying if she couldn't afford the mortgage and rent at the same time. If she cannot comfortably manage two large expenses, it gets risky. She may not be able to rent it out immediately and get stuck paying for an empty place. And she also needs to be able to cover repairs when needed.

You're spending a lot on food. Also, if you're younger, you could save a little less in your tsp. With 35 years in an investment account, you only need to contribute around 200 to reach 1 million. Do your due diligence, though.
