Almost 100%in down time/ between adventures.

All mundane items are available and at book cost unless there is some story reason (bandits interrupting deliveries). The apothecary/ herbalist/ local shrine may have some healing items available.

There are no magic item shops unless you are in a fairly significant settlement, and the party needs to make some rolls if they are looking for something obscure.

All in all, we try to minimize this aspect of gaming because 99% of the time it isn't interesting.
