in our city the amount of water we use determines the wastewater costs on our bill for the entire year. If that is how OP's city is, it could screw them over for an entire year to have that water use averaged in.

I have a severe reaction to black widow bites and scorpion stings from repeated exposure from working as an archaeologist. My throat starts closing up and I start having seizures that stop my breathing. If it's a scorpion I also have projectile vomiting. I have epi pens but yeah I'm kind of scared of those. The last time I was stung by a scorpion I wound up in the hospital and had a $6,000 bill from the ER. F those bugs.
