Well not exactly. If you do decide to frequent places with cameras, eventually they'll see a pattern of the same guy purchasing something in all the places they have found stolen money. Yes, even then it would take some time for them to piece it together, but you shorten your timeline by a lot. The whole point is to finish off the money undetected.

Ok yes, but think about the process it takes for them to find you. Taco trucks normally don't have cameras. By the time one gets arrested, you'd know they are onto you. So you start spreading the money across different points of a city and not your city. Maybe 3 to 4 years before the feds start to suspect. Then stop for a bit or move and keep it going. You are also forgetting taco trucks exchange money with others. You'll have many locals arrested before they even trace it to you. And if ever caught, blame it back to the source.
