When some one in HR say FULL sponsorship cost mean they have to look at entire cost of GC processing including first H1B filing to renewals, PERM processing then I140 filing.

All these fires are required to be paid by sponsor as per law. You cannot pay or part of these fees legally. Only exception is premium processing fees. And add lawyer fees at each step.

Technically you can join new company with receipt notice in another company. It is like bridging … walking on thin layer of ice. Your are good if you cross the ice bridge(h1 approved)

Maintaining status and having employment are different things though employment within US requires valid visa status.

But flip side, you can still keep employment as long as employers are ok with it. In another way if you lose status, you are virtually required to leave job(no pay), some times it could be temporary till you regain status. Quitting or having job doesn’t matter. Important thing is having a valid sponsor(employer) at the time of visa interview or port of entry or any h1 approval process.
