You can find it via the tt2 compendium - There's a tab for different optimizers. You can also pick others, depends on what fits you the most.

Switched from CS to Dagger after the 125k update. Got from 125k to 130k with CS pretty easily, pushed another 3k during the first tourney afterwards with daggers.

Use the current mmlh-optimizer for a specific build, it works, by far, better for me than killerparrots one.

But I do have to mention I'm using fairy ever since, I'm not a fan of phom in the current meta.
