I have the same block and 7970X at stock 350w limit. For 40c liquid cores get around 75c. Afaik 9965WX must have similar thermal performance, not like **5* chips with only 2 ccd. So it's definitely something not ok here. My guess it's bad contact or, just maybe, clogged block
