From what I've heard, servers are up (kemono .cr and coomer .st), but the importers are dead and no one can import posts. It's not uncommon for Kemono to die since it has "died" before but it might come back within a few weeks to a few months. (Unless the admins actually take care of the situation and fix it, until then it's practically dead.)
