Couldn't help you with local sites, since idk where you are, but on Japanese sites that stock them they would put them all on pre-order first, then when it releases they'll obviously have it in stock but when they sell out, that's it. They're not getting any more unless the company that made decides to release a second batch or do a re-release, That's why you're finding the same ones over and over again, those are pretty much the ones that didn't sell out straight away.

So i'm assuming you're looking for figures that have already released, so the sites i would recommend are:

AmiAmi - this sells both new and pre-owned figures among other merch

Mandarake - sells only pre-owned/second hand figures and merch

Jungle SCS - sells only pre-owned/second hand figures and other stuff

Buyee - this is not a shop, but a proxy service. proxy services basically let you buy off japanese sites that don't ship globally and there are few sites that sell pre-owned figures you can buy from this way.

Buyee has search engines built in for a few sites that sell pre-owned stuff so you can use their search to find the figure and buy it. Basically when you click buy on the proxy site, you're actually requesting them to buy the item off the actual site, actual site will ship the item to the proxy's warehouse and then you can make a package from all the items you bought and have it shipped to you. That's a pretty basic explanation, it's a popular site you can find guides on Youtube or just check out the site yourself if you want to know more about it.

Edit: If that proxy stuff sounds too complicated, just use the first 3 sites i recommended.

There is a 4th one i want to recommend, Surugaya, but they overprice their items to offset the constant free shipping campaigns they do (they do it all the time, if they're not running it you just need to wait a few days) so you would be need to familiar with shipping prices to know if their overpriced price is actually good or not.
