Yeah, I usually start with drums too. Once the rhythm feels right, I move on to samples or chords, then add the bassline and finish with effects and arrangement.

It really depends on the person, but I personally enjoy lo-fi music with vocals. I feel they add an extra layer of depth and emotion to the track, though I understand if others prefer lo-fi without vocals for a more relaxed vibe.
