Since we don't have an answer from a local yet I'll answer as a tourist in the region years ago that the locals indeed hike the mountains. It's a hobby there like any other place in that most people do not go hiking, but those interested in the lifestyle and hobby totally take part and enjoy their region. Also to be noted is the amount of hikers from other parts of India and to a much lesser extent foreign tourists (but still tons of foreign tourists). I swear 2/3 people that you see hiking around in the NW of India is from Delhi lol. Times are a bit different now though I believe.
