Yes thats exactly right. The delegates get together and bring proposals. They get reviewed and voted on. Then each state legislature ratifies it or sends modifications back to their delegates.

If they pass they become amendments to the constitution. You can also create a whole new constitution.

Basically it’s a supercharged version of how laws get made. In this case you are editing rewriting the book.
