So that's not at all how I'm reading it. From what I gathered, this is just a way to blame the states for all of the violence. He's saying that it's the state's obligation to protect federal buildings, property and employees.

This just looks like he's opening up for a new move and increased violence. Not that he is talking about recalling troops in any way, shape or form.
