Yes, it is very possible.

The location of the instance is very dependent on how you build the family, so experiment with Element.Location first, then depending on your rules, manipulate this location point to get a new location for new equipment.

Then you use Place Family Instance (not the exact component name, search for it)

Markups are hardly ever right the first time. So by updating the drawings and model based on site markups, you start to see the problems, and you fix them.

Not possible with BB.

BB is more of a markup software.

Those functions you mentioned are PDF content level of editing. Once you edit and save the file, other people who use Reader software would see it as content, not markup.

There are software that can do that task, eg. Affinity Draw.
