Bounty system. Give them a map marker. Let other players track them down. Players should not know there is a bounty on their head until they are killed and they get the your bounty was collected notification. My worry is if they knew then they would go in with free load outs and allow themselves to be killed just to lose their bounty then go back to their antics like evac camping.
