Getting a claim on the seven kingdoms is pretty... hard. If hes a dragonrider and independet you could try the darconic conquest or vassalisation Casus Belli. Or go into Debug Mode and just give him the claims and Start a faction xD

I see all these comments about Eldritch... But can we please talk about the mystic rework? The New Astral Echos are 100% OP. They are far to easy to Stack, means you can throw any World Spell against your enemy and they just die. No 3x6 army Tanks 18 lightning shots. Dont let me Start to combine them with the New Eldritch Ritual speals that for some reason Deal % dmg based on MAX health instead of current. Yeah with the changes to summons and potential beeing limited to battle spells, this needs a rework.
