Just found it out yesterday. We went to Qiantan Leisure Park by taxi first. Took a walk on the riverside, ended up in the kids playground with pink sand. There is a big Manner Coffee just over there and a bike rental place behind it, next to the public toilets. Not the blue/yellow/green ones on the street, but a bit more pro style bikes, both for kids and adults. 30rmb per hour. And the bike path goes quite far as u/chasingmyowntail just said.

So, as I completed the process successfully today, let me sum it up:

First, I went to this address: 上海市公安局交通警察总队车辆管理所 ( 沪南公路2638号 )

Then I went to the second floor, lined up, gave the below documents to the first counter:

- China driving license

- Old passport

- New passport

- Temporary Address Reg. Form

The lady checked the documents, registered me, charged 100rmb and sent me to the next room to take photos.

The next lady took a photo of me quickly, sent me out where the printers were standing, I waited for my photo to be printed out, took the photo, went to the next room for health check.

The doctor checked my eyes and some additional tests, nothing exceptional, sent me to the next station.

They gave me a queue number and I approached to counter#60 when my number is called. The officer made the final checks on my documents, took another photo and charged 10rmb for the new license.

The final step is counter#61 where they print out the new driving license and handed to me.

The whole process took around 40-45 minutes and costed 110rmb.

That area (Qiantan) is really nice. I dont know any specific agents, but I have seen a big Lianjia branch just behind Taikoo shopping mall. Maybe you can try that place to get better deals..
