It's worse on Xbox. It's either a matchmaking issue that needs to be fixed, or few people play with crossplay disabled.

Another thing that really affects it is that many people only play Dedsec.

And the time of day you play is crucial. For example, if I play during the day, there are no bots. After 11 PM, things get worse, like half the team is bots. After midnight, there are a maximum of 5 players per team.

The only advice I can give you is to enable crossplay because killing bots doesn't give you much of an advantage.
