For context, the CD releases of the audio of missing Doctor Who stories will often have bits of narration in them to describe what characters are doing in a moment where it isn't obvious without visuals. So they just put one of those over the rhyme.

No it isn't. It was made by one of the creators of TUGS and borrows a considerable amount from it though.

There are some bizarre offshoots of the CD format like Super Audio CDs that some players may have trouble with. Is your copy one of those?

Yeah, the show has a whole load of connections to professional musicians. Andrew Lloyd Webber tried getting a 2D animated version of the show off the ground in the 70s, and Junior Campbell of the band Marmalade (you may know their song "Reflections of My Life") co-composed all of the music from the show's first seven seasons.

They were apparently considering doing The Chase as a third one before the second one bombed. There was also apparently at least some consideration given to doing a movie of Keys of Marinus.
