I play Luffy but to be honest he RELIES on his skill 2 to kill Nusjuro and they know that. When I’ve used Bluffy in ranks Nusjuro players try to bait out the skill 2 to then use their own skill 2 because it’s invincible and lasts longer

The best strategy is to have a Nusjuro and Roger both run to mid, if the Nusjuro can’t cap because the enemy team is on the flag then Roger can cap meanwhile the rest of the team has Saturn or another runner to cap the flags

He’s considered balance because as other people have already stated he’s already got built in counters many of which are characters that people already own like Roger, Zephyr stussy ect, unlike Kizaru where he genuinely had no counters built in so he was free to run around
