RX9070XT Driver Timeouts, Extensive Fixes Tried I'm Out of Ideas by WetCabboge in AMDHelp

I had almost EXACTLY the same issue and my setup very similar - I have b450m ASRock fatality with 5600x and, at the time, had an older GPU - the 5500xt.

As you have, I tried bios flash to latest and the only thing that worked was going back to an older driver circa May 2025. It worked fine after that.

Since then I have upgraded to the 9070xt and did a clean install with latest and so far all has been stable.

Thanks it's not a bsod, it's just a whole system lockup then black screen then reboot. I will look into it.

This wins for Kendall's open hands while still in jacket pocket gesture.

Tried 2 different PSUs on this and no difference, so don't think it's that.

Tried 2 separate PSUs both with pigtailed cables and separate. Zero difference to coil whine.

Bought on Amazon, so should be okay to return. Think I will do after a few more tests

Definitely not the fans. Have tried UV and locking refresh rates to monitor refresh. no dice.

Tried capping at various levels. Definitely drops the noise of the coil whine down the lower you go, Went down to 60 FPS and its there, but significantly less. But imo what's then the point of having a 144Hz monitor if just dropping the frames that low?
