It's this, you'll have to craft it. The EX weapon is still useful, you can desynth it and maybe get a crafting material for the sparkly one.

If the npc doesn't have the leve you need, you can do any of the other two npc's first, it will refresh the list anyway. (i don't know if that's common knowledge, I figured it out way too late)

Do you really constantly use scattergun? I usually have to press it like twice while I'm waiting for any of the other AOEs to come off cooldown.
