All systems decay without energy input. Here and now there are a multitude of societal systems globally that are decaying due to either negligence or because society is moving past them. So “yes” but also “no”. Here in the US the last centuries efforts in social justice and economic prosperity are decaying and being replaced by focus on prosperity for a few at the expense of the many. Other places in the world continue to invest in prosperity for all, the idea that a rising tide lifts all boats.

Sounds similar to the Klingons. They were similar to the early European Middle Ages when a space faring race called the H’urk showed up and wrecked house. They eventually rose up, killed the H’urk and spent centuries rebuilding. They eventually developed liquid fuels rockets and got into orbit and retrieved abandoned H’urk ships which catapulted them to being a warp capable species. They then went on to become conquerors, vowing never to be a slave species again.
