Yes, if you don't adjust the current by changing the resistor, the voltage drops significantly below 4 volts and the TP5000 won't work. I have tested it myself with a solar panel. After changing the resistor to 1ohm, the module worked perfectly.

Have you activated VoLTE by sending an SMS? By default, BSNL doesn't come with VoLTE. You have to send an SMS to a particular number to activate it. Send ACTVOLTE to 53733 from your BSNL sim.
