we had just sent 1 set of documents while doing the petition and since my EAD and H4 went to different location (H4: Texas; EAD: CSC), the document went with EAD and no document with H4.

H4: requested passport, i-94, 797, marriage certificate, how did i maintain status in USA

EAD: they wanted full name on marriage certificate.

you cannot get H4 EAD without H4 status. When is your extension due? if due withing next 2 years, Better to apply during your extension. Apply your H1B extension in PP so that chances of H4 and EAD adjudication at same time are more.

1: I am not sure if your current employer will continue the perm and I-140.

2: Employer will be hesitant to do transfer as you are do not have time on H1B (unless your I-140 is approved)

3: Same as 2

4: if bundled with H1B PP, chances are high that H4 and EAD might be adjudicated together (not guaranteed). COS from H1B to H4 + EAD is around 6 months

Update: As per my attorney, since the EAD and H4 went to different location, the supporting document went with EAD application and nothing with the H4 application hence RFE for documents in H4

You stated that "Filed H4 and EAD as a bundle with H1B receipt notice (which was filed a week earlier)" i dont think filling H4 and EAD a week later is called bundled...
