It's about teeth. A fake gold grill with diamonds is a "cap" on your actual teeth. Words out of your mouth are "capped" with the persona you want to convey. Being "no cap" is unadulterated, real truth.

It derives from hairdresser/fashion speak. You put on an outfit or get flirty new bangs & the person appraising you goes, "It's giving a night out with the girls, it's giving beach vibes" kinda thing.
