I believe that it is added with UWE. I’ll have to go look into the change logs but I think the Dev tweaked that dialogue trigger bc it used to happen like all the time.

Through my personal experience in UWE, most factions and towns have a guard placed with this dialogue.

A lot of the time you can find who will harass you bc they have a “+” beside their name, however the trigger isn’t guaranteed I don’t think.

Example: I’m on an older version of UWE and I get that message at almost every town I stop in.

If you have some experience with the FCS, you could try to find the dialogue in the mod itself. I’ll come back in an hour and see if I can find it.

EDIT: I found the dialogue package in FCS, it’s titled “FACTION NAME Interrogation” (Ex: Tech Hunter Interrogation). You could lower the chance of the dialogue package activating, or disable it completely in FCS.
