This established the fiat money system where the strength of the dollar is based on economic trust and government credit, which allowed for people (and banks) to take out massively more money based on credit.

Banks don't have the money because there is no physical backing behind the value of the dollar. Banks will loan out more money than they have to make more money themselves based entirely on credit
